There is no law in the EU that specifies how a time tracking system should round work hours. Each provider decides for themselves, so the rules below are specific to TwoWork.
When an employee clocks in and out, we measure the elapsed time down to the second and round it to the nearest whole minute - 29 seconds rounds down, 30 seconds or more rounds up. Those rounded minutes are then added together to form the daily, weekly, monthly, and export totals.
We chose this because it statistically evens out over time. Some registrations round up, some round down, and across a full payroll period the rounding favors neither the employee nor the employer. The number an employee sees in their app right after clocking out is the same number that ends up in your export.
Breaks are always selected from fixed options (0, 15, 30, 45, or 60 minutes) and are subtracted without needing any rounding.
